This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Program Executive Office, Intelligence, Electronics Warfare and Sensors (PEO IEW&S) headquartered at Aberdeen Proving Ground.
Duties
Provides overall direction and guidance for the development and implementation of a comprehensive product support strategy for the materiel system throughout the system life cycle.
Develops the product support strategy and life cycle sustainment plan (LCSP) for assigned projects in accordance with Army acquisition policies and procedures.
Conducts appropriate cost analyses to validate the product support strategy, including cost-benefit analyses as outlined in Office of Management and Budget Circular A-94.
Establishes priorities for the product support management, design interface, sustaining engineering, supply support, technical data, training and training support, and funding resources necessary to accomplish the product support mission.
Reviews project operations on a continuous basis through application of administrative controls, review of completed work, and results obtained to assure maximum efficiency, economy, and effectiveness of the operations.
Oversees cost estimating, planning, programming, budgeting, program integration, interoperability, product support integrators and product support providers, and oversight of the product support function.
Directs development of life cycle product support documentation for assigned project and supports the PEO, Program Manager, or Product Manager with defending the system at DA and OSD/OMB Budget Hearings, and if required, at DoD milestone reviews.
Develops the required economic analysis to support any system decision paper. Prepares, briefs, and defends systems decision papers or other decision documents at each milestone or IPR in the life cycle of the project.
Embodies the results and conclusions of the development and implementing of the designated product support system.
Requirements

- One-year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Life Cycle Logistics Field within 48 months of entrance on duty.
- This position requires to submit a Financial Disclosure Statement, OGE-450.
- This is a Critical Acquisition Position (CAP).
- Position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- One-year supervisory probationary period may be required.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Supporting acquisition Program Manager Product Support requirements; 2) Managing the efforts of a Product Support team of experts; 3) Fielding weapon systems to include the provisioning process, Basis Of Issue Plan process, Total Package Fielding, Type Classification, and Transition to Sustainment; and 4) Developing and obtaining approval for Product Support documentation in support of Milestone Decision reviews, including Level of Repair Analysis, Core Depot Assessment, Business Case Analysis, Life Cycle Support Plan, Independent Logistics Assessment, and others as needed.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
