This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as the Senior Program Analyst for Quality Assurance Policy and Implementation (SEA 04Z3) in the SUPSHIP Management Department (SEA 04Z) of NAVSEA HQ FIELD SUPPORT.
Duties
You will be responsible for developing new Quality Assurance policy and implementing and improving the overall effectiveness and efficiency of the Supervisor of Shipbuilding, Conversion and Repair's (SUPSHIP) quality programs.
You will maintain metrics, conduct audits, and serve as senior authority of the Contract Administration Quality Assurance Program (CAQAP).
You will serve as a Technical Support Management (TSM) system authority, providing guidance to the development team and serving as the application user representative and participating as a member of the TSM Configuration Control Board (CCB).

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying expert knowledge of analytical and evaluative methods to measure the effectiveness of a quality assurance program. Examples of qualifying experience may include (1) serving as an expert Quality Assurance (QA) technical authority and consultant with responsibility for overall management and administration of quality assurance programs and policy; (2) formulating, developing, establishing and implementing guidance and legislation on quality assurance matters; (3) facilitating teams of subject matter experts from within the quality assurance community for the express purpose of meeting common goals and standardizing quality assurance practices.
