You will serve as a HUMAN RESOURCES SPECIALIST (CLASSIFICATION/RECRUITMENT) in the Command Operations Department, Human Capital Management Division (HCMD) of FLTREADCEN SOUTHEAST.

Duties

You will conduct organizational program reviews (e.g., position structures, audits, studies for reorganizations) to identify position management needs for an organization. You will conduct job analysis (e.g., review position description, classification standards, performance standards) for a variety of occupational series and grades. You will propose solutions to human resources development issues for which previous studies or established techniques are inadequate. You will provide advice on the establishment of positions and the ramifications of classification actions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: 1) Utilizing a wide range of personnel management theories, concepts, principles, laws, rules and regulations related to compensation and position classification to identify interrelated problems, draw conclusions, and apply the appropriate course of action; 2) Advising management with solutions involving highly complex human resources issues primarily in position and organizational development issues in a timely matter; 3) Performing job analysis efforts to develop qualification requirements and applicant evaluation techniques consistent with OPM qualification criteria to determine the best qualified applicants; 4) Drafting position descriptions and applying OPM classification standards consistent with sound classification practices; and 5) Developing, modifying, and conducting training in position classification and staffing policies and procedures for management officials, HR practitioners, and/or other stakeholders.
