Duties
Provides oversight of a professional accounting organization within the Accounting Operations Directorate.
Provides professional accounting services, management advice, and assistance to supported internal and external customers and organizations.
Reviews and analyzes a wide variety of accounting documents, reports, policies, and procedures pertaining to multiple appropriation accounts.
Reviews, analyzes and modifies operating programs, practices, and procedures related to assigned area.
Establishes and monitors internal controls to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information.
Performs special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of accounting operations based measurements or indicators.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
(2) Candidates may also qualify through a combination of education and experience: At least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position.
For GS-11: Specialized experience at the GS-11 level is defined as: providing professional accounting, finance and reporting services, technical advice, and assistance to supported customers in the application of accounting theories, concepts, principles and standards to independently negotiate solutions related to operational accounting and finance work.
Examples of qualifying specialized experience: knowledge of accounting principles, standards, theories, practices, concepts, and techniques sufficient enough to provide advisory and consulting services to operational managers and supported customers on accounting and financial matters; ability to independently resolve difficult financial management issues; provide authoritative interpretations of organizational policies and provide recommendations on overall structure and processing requirements of accounting systems; and, ability to design, develop, integrate, and implement new functional and financial systems; experience preparing, validating, auditing and analyzing financial statements, records and reports.
For GS-12: Specialized experience at the GS-12 level is defined as: 1) Providing professional accounting services that ensure the overall effectiveness and efficiency of the accounting operations in accordance with Generally Accepted Accounting Principles (GAAP); 2) Independently applying analytical and evaluative methods and techniques to evaluate and interpret accounting data, financial statements and reports, processes, accounting/financial systems, or effectiveness of internal controls; AND 3) Providing technical accounting expertise to assist in the design, implementation and assessment of operating systems, procedures, or internal control processes.
