About the Position: Program Manager for the United States Army Material Command (USAMC) Analysis Group (AMCAG) with responsibility for oversight and management of initiatives assigned by the USAMC Commanding General.
This is an obligated position.
Duties
Adapt departmental policies, practices, goals, and objectives and establishes methods of operations; establishes long-range, intermediate, and short-range plans.
Allocate resources and provide reporting and evaluation system to determine project effectiveness.
Provide cost estimating, planning, programming, budgeting, program integration, interoperability, and oversight.
Prepare briefs at each milestone or In-Process Review (IPR) in the project's life cycle.
Assign projects/programs to assigned supervisors, employees, and contractors. Evaluate performance.
Requirements
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This position requires acquisition certification in Program Management, Advanced level, within 4 years of job entry.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Specialized experience: One year of specialized experience which includes: Managing short- and long-range programs initiative that include multi-year work plans that are products of subordinate organizational projects/programs; Assisting with cost estimates, programming and project budgeting; AND Providing oversight of projects and contracts related to issues/concerns for command portfolio. This definition of specialized experience is typical of work performed at the next lower grade/level, GS-14, in the federal service.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
