Duties

Summary The primary purpose of this position is to function as the Air Force Office of Special Investigations (AFOSI) operations manager to plan, organize, review, and evaluate the integration of sensitive activities to support the execution of AFOSI's Law Enforcement (LE) and Counterintelligence (CI) mission and functional services. Responsible for review and coordination of unique and highly sensitive activities proposals requiring a knowledge of Air Force, DoD, Federal and nonfederal organizations, policies, and processes. This position is designed to manage administrative accounts, manage programs for continued enhancements to capabilities, and identify investigations to support investigations and operations executed by AFOSI organizations worldwide. Duties Serves as advisor and consultant focusing on operational management and execution of sensitive activities by AFOSI. Performs actions in administrative management of Sensitive Activities accounts. Advises and performs proactive research to sustain Sensitive Activities capabilities.

Qualifications

Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Incumbent must possess and maintain a valid state driver's license. While conducting required coordination with OSI field units and national-level counterparts, incumbent will frequently be required to travel, by vehicle, throughout CONUS and the metropolitan Washington DC area. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Air Force, DoD, Federal and non-Federal organizations policies, processes, laws, regulations, organizational structure and mission as well as the principles, practices, and functions of program administration to support operations and perform difficult and complex work assignments. Thorough knowledge and skill in adapting and applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency, effectiveness of program operation. Thorough Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of Sensitive Activities requirements and comprehends MA tools/resources as established in key directives, regulations, guidance. Knowledge of USIC and LE policies, entities, missions, resources, operations, capabilities, databases, and requirements to bridge Sensitive Activities to AFOSI's counterintelligence activities and functional services. Knowledge of AF standardized procedures and requirements relate to operating Air Force programs in order to conduct program evaluations, identify problems, and resolve inefficiencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Sensitive Activities requirements and comprehends MA tools/resources as established in key directives, regulations, guidance, etc. 2. Keen knowledge of USIC and LE policies, entities, missions, resources, operations, capabilities, databases and requirements to bridge Sensitive Activities to AFOSI's counterintelligence activities and functional services. 3. Kowledge of cyber capabilities in execution of activities to include Information Technology requirements for administrative actions. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 4. Skilled in Virtual Machine Ware programs, software, and applications to troubleshoot user issues, support seamless use/functionality, and enable its services to support the AFOSI mission. 5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to CI and LE collections, analysis and foreign disclosure activities; writing clear and concise products, and delivering written and/or verbal presentations to senior-level audiences for decision-making purposes; and ability to deal diplomatically and effectively with all levels of officials in all types of situations. 6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors, where proposals may involve substantial resources and may require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
