Duties

Serves as the Resource Analyst in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to serve as a Resources analyst with functional area of responsibility of fiscal, expenditure, cost, financial analysis, and manpower requirements and execution. Position responsibilities include: Lead technical expert for automated systems that track/account for and model manpower resources (such as Fourth Estate Manpower Tracking System (FMTS). Performs a variety of analysis and design tasks within a group, which is responsible for conducting process improvement reviews and development of future Agency wide resource management initiatives and plans. Ensures approved changes are integrated in the Planning, Programming, Budgeting, and Execution cycle. The incumbent is responsible for fund distribution, execution and trend analyses for the major fund areas, Defense Working Capital Fund (DWCF), Commissary Resale Operations and Commissary Resale Stocks and Surcharge Funds. To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Planning, conducting, and analyzing, and/or evaluating the effectiveness of line or operating programs associated with new innovative and controversial issues of manpower financial management policy and operation. Providing authoritative policy interpretations on resource management issues. Identifying operating policies and procedures to be developed or revised. Advising senior managers on a wide variety of resource management concerns. Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
