Duties

This IT Specialist (ENTARCH) position is located Enterprise Support (ES) Office of Information Technology (OIT) Enterprise Architecture Division (EAD), Applied Architecture (AAB), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Promotes the usage of architectural principles. Understands and reports technological possibilities and limits, develops statements of direction, and identifies risks and associated mitigation. Defines the policies and principles to guide technology decisions for the enterprise architecture. Provides comprehensive technical advice to the TSA Chief Architect and Enterprise Architecture Division (EAD) management on multiple, complex matters pertaining to the application of Enterprise Architecture (EA) principles, policies, concepts, methodologies, and practices with considerable discretion to develop new and innovative approaches. Serves as the principal technical specialist leading solution, segment, or strategic architecture teams. Leads and performs architectural reviews of plans, designs, and implementation of enterprise systems for the Checkpoint SoS. Provides comprehensive architectural and engineering guidance to systems development teams. Functions as the principal technical specialist participating and/or leading solution architecture, while providing expert systems architecture knowledge relevant to the planning, analyzing, organizing, and integrating of the capabilities of new and existing systems for the TSA checkpoint solutions. Leads and/or performs architectural reviews of plans, designs, and implementation of enterprise systems. Exercises delegated authority while reviewing IT acquisition requests and performing architectural design reviews. Performs and/or ensures the rigorous application of cybersecurity/information assurance policies, principles, and practices relevant to the Checkpoint SoS. Ensures that the acquired or developed system(s), security approaches, and architecture(s) are consistent with organization's cybersecurity architecture guidelines. Performs highly complex and challenging assignments under minimal direction of a manager. Initiates, directs, and/or conducts pioneering engineering, or OT/IT studies which solve major, unexplored issues across several engineering/information system disciplines. Conducts engineering, or IT studies which solve issues across information/data disciplines regarding Open Architecture (OA) to meet key business and mission functions for the TSA checkpoints. Identifies opportunities to improve enterprise systems to support mission and business processes and utilizes emerging/innovative technologies. Assists the Branch Chief in the areas of architectural analysis, policy development, scorecard compliance, and establishment of architectural principles, standards, and design patterns. Oversees high-priority mission projects from an architecture perspective. Directs, leads, and/or produces architectural products (e.g. conceptual, solutions, and segment architectures). Applies architecture best practices, standards, and patterns that align with Open Architecture and electronic data interchange (EDI). Determines the gaps between the current and the target architecture and develops plans for transitioning to target architecture. Develops major components of the enterprise architecture plan including strategic drivers, current and target architectures, the sequencing plan, architectural segments and reference models, standards, and design patterns. Leads and/or participates in cross-organizational analyses to identify duplicative investments, gaps, or opportunities for collaboration within TSA, Department of Homeland Security (DHS) and across Federal agencies. Contacts are internal and external. Serves as an EAD representative and expert technical point of contact within TSA and DHS, and to external organizations on EAD projects, programs, and other work activities to ensure sound architectural design and alignment of capability, technology and information on enterprise and cross-enterprise efforts. Prepares and presents briefings to obtain consensus and/or approval on policies, procedures, technology, and compliance with requirements of the EAD initiatives and areas of responsibilities. Initiates collaborative architectural engagement in mission-focused efforts with senior level personnel at both TSA and DHS and/or with industry experts and other key stakeholders. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. The specialized experience must correspond with your submitted resume. Specialize experience is defined as: Experience and technical knowledge in the alignment of Operational Technology (OT) and in the areas of architecture, governance, security, electronic data interchanges (e.g. FTP, SFTP, XML, and SQL Server), System of Systems (SoS engineering), and software /hardware management; AND Experience applying enterprise cybersecurity standards to system architectures (e.g. Zero Trust Architectures as outlined in Executive Orders, NIST guides, Technical Configurations, and Zero Trust Architectures by the Department of Defense); AND Experience in enterprise architecture theories, principles, concepts, methodologies, plans, and systems with the mission, goals, and processes of the organization. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-H Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. The specialized experience must correspond with your submitted resume. Specialize experience is defined as: Comprehensive experience applying technical knowledge in the alignment of Operational Technology (OT) and in the areas of architecture, governance, security, electronic data interchanges (e.g. FTP, SFTP, XML, and SQL Server), System of Systems (SoS) engineering, and software /hardware management; AND Comprehensive experience applying enterprise cybersecurity standards to system architectures (e.g. Zero Trust Architectures as outlined in Executive Orders, NIST guides, Technical Configurations, and Zero Trust Architectures by the Department of Defense); AND Comprehensive experience in enterprise architecture theories, principles, concepts, methodologies, plans, and systems with the mission, goals, and processes of the organization. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
