This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Administer the Army Records Management System for organization.
Provide user guidance, assistance and training to installation personnel on record and form management.
Administer the publication of local electronic forms by analyzing user requirements and determining feasibility for local e-form development.
Provide input or recommendations on electronic or non-electronic forms.
Train personnel on the new web-based system for records management.
Utilize specialized software to design and edit local form and ensure that all local forms are 508 compliant.
Review publications content for clarity, format, and method.
Recommend changes to publications and rewrite drafts as required.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Personnel assigned to this position must obtain a certificate for National Archives Records Administration (NARA) through Records Management Training Program within six months of being assigned
- Personnel assigned to this position must obtain a certificate for Knowledge Area Courses (Legacy Training Materials) KA1 through KA6 within six months of being assigned.

Specialized Experience GS-05: One year of specialized experience equivalent to the GS-04 grade level in the federal service which includes: 1) Preparing correspondence with clarity and proper format AND 2) Maintaining personnel files.
Specialized Experience GS-06: One year of specialized experience equivalent to the GS-05 grade level in the federal service which includes: 1) Reviewing correspondence for clarity and proper format and recommending changes; 2) Ensuring systematic maintenance, retention, and disposition of records; AND 2) Assisting with editing and designing forms.
Specialized Experience GS-07: One year of specialized experience equivalent to the GS-06 grade level in the federal service which includes: 1) Facilitating the creation of electronic forms; 2) Reviewing correspondence for clarity and proper format and recommending changes; 3) Assisting with administering and guiding customers on records management; AND 4) Analyzing and resolving customer issues with electronic forms.
