You will serve as a MANAGEMENT ANALYST in the CDR, NAVAL CONSTRUCTION GROUP TWO of 20THNAVALCONSTRREG.

Duties

You will be managing, coordinating and implementing the overall command manpower program. You will develop and administer the command's Expeditionary Warfare Improvement Program (EXWIP) and Program Objective Memorandum (POM). You will act as technical advisor on manpower reductions, reorganizations, relocations and colocations. You will serve as the Readiness and Cost Reporting Program (RCRP) personnel Pillar Representative.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying manpower management practices and techniques required to develop, plan, coordinate, evaluate and execute personnel resource/manpower programs. Experience analyzing deployment and mobilization plans, procedures and operations to effectively determine manpower requirements and sources of staffing. Experience developing recommendations relative to the efficient use of military manpower in Expeditionary Combat, including mobilization requirements, Experience utilizing Activity Manpower Documents (AMD) to ensure readiness is in place to support the mission. Experience creating reports and briefings to deliver written and/or oral analytical presentations of information. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
