About the Position: This vacancy exists within the Program Executive Office, Combat Support & Combat Service Support located in either Warren or Selfridge ANG Base, MI. This is a Budget Analyst, NH-560-02, position. Full performance for this position is NH-03.

Duties

Develops budgetary methods, procedures, formats and techniques of analysis and presentation relating to funds management. Exercises control and surveillance over funding matters to assure successful attainment of stated program objectives. Research audited transactions and gathers substantiating documents for Audit samples. Conducts reviews of unliquidated obligations, unmatched disbursements, and reimbursable orders and advises managers of significant deviations. Performs day to day funds execution and management transactions of all appropriations for assigned PdMs. Executes the budget in accordance with fiscal law and all applicable regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Business - Financial Management - Practitioner) certification within 60 months as of entrance on duty.
  • THIS IS A FINANCIAL MANAGEMENT Level 01 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81. Incumbent must be able to obtain certification within 24 months of appointment.
  • The position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-01(GS-04 equivalent). OR Education: Four year course of study leading to a bachelor's degree. (Bachelor Transcripts Required) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.(Bachelor Transcripts Required) This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business -Financial Management - Practitioner certification within 60 months as of entrance on duty. This is a Budget Analyst, NH-560-02, position. Full performance for this position is NH-03. THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code,section 1599d. Incumbent of this position is required to comply with all DOD and Department of the Army requirements of this certification program. This certification requirement is a condition of employment. Failure to obtain this certification within the required time may subject the incumbent to adverse action. This is a requirement for the NH-02 position. THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code,section 1599d. Incumbent of this position is required to comply with all DOD and Department of the Army requirements of this certification program. This certification requirement is a condition of employment. Failure to obtain this certification within the required time may subject the incumbent to adverse action. This is a requirement of NH-03 position. All Current Federal Employees MUST attach a current SF-50 for consideration. Without a SF-50, your application will be considered incomplete. ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the ACWA examining program. The position is being recruited at the NH-02 grade level. If you are selected at the NH-02 grade level (GS 5-11 equivalent), you must meet the qualification requirements for the position and complete/pass the ACWA assessment.
