About the Position: The position is located at the Madigan Army Medical Center, Tacoma, Washington. This position is to support the organization in its data quality improvement initiatives, which includes responsibility for the Data Quality Management Control Program (DQMCP) program.
This Position is being filled at the GS-11 or GS-12 level. Management may select at either grade with the full performance being at the GS-12 level.
Duties
The incumbent will serve as a Data Quality (DQ) manager to develop and implement programs and techniques to improve data quality business practices.
Conduct quantitative statistical analyses and studies concerning the trends and impact of changes in clinical and workload data.
Identify, analyze and develop recommendations to resolve substantive problems which affect the efficiency of program operations.
Develop recommendations for procedural changes that affect data quality for all levels of the organization.
Manage and control various applications such as Composite Health Care System, Ambulatory Data System and other Reporting Health Care System.
Identify training needs and develops training plans as appropriate.
Monitor data quality metrics and recommend process improvement and propose recommendations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- May required to work both planned and unscheduled overtime.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Position is a GS-11 level with promotion potential to a GS-12 level. The position may be filled at either a GS-11 or GS-12 level.
- If selected at the GS-11 or GS-12 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties.

Duties described above reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under supervision.
Specialized Experience GS-11: One year of specialized experience which includes: assisting a Data Quality team with gathering and compiling data; preparing statistical data quality reports using various health electronic programs such as: the Military Health System Genesis (MHS GENESIS) Patient Portal and/ other Reporting Systems for quality of business practices of a health care facility. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Healthcare Administration/Management, Business Management, Health Information Management, or Statistics/Data,
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes: developing comprehensive reports and conducting data analyses retrieved from automated data systems such as: the Military Health System Genesis (MHS GENESIS) Patient Portal and/or other Health systems to provide insights in a wide range of areas with a strong emphasis on business practices and workflow processes to improve data reliability, validity, and timeliness that drive clinical process improvement or clinical/patient services or hospital internal administrative processes of an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12: Must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
