Duties
Serve as a senior technical expert on all aspects of Continuous Process Improvement (CPI)/Lean Six Sigma (LSS) methodologies to include Lean, A3 Thinking, 8-Step Practical Problem Solving (PPS), Six Sigma, and Change Management.
Provide technical direction to Lean Six Sigma Master Black Belts, Black Belts, and Project Leads in the areas of: initiative/project methodology selection, initiative/project management, process improvement analysis, and business case development.
Provide direction in areas of: effective project/project portfolio management, Project Lead selection, team building, facilitation, and the people side of change.
Define initiative/project scope, priority, staffing, risk analysis and determining the most appropriate methodology based on level of effort, benefit, and rigor required
Instruct on the selection and use of advanced tools and services to broaden competencies and sustain a culture of continuous improvement at all levels of the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Incumbent must have Navy LSS Master Black Belt (MBB) certification or equivalent.

Specialized Experience: One year of specialized experience which includes advising leadership on healthcare performance/portfolio management; conducting gap analysis of project scopes at the headquarters level; developing an execution plan that ensures successful implementation/sustainment; utilizing business processing tools and/or statistical analysis to develop project execution plans; and overseeing improvement work within the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
