You will serve as a IT SPECIALIST (SYSANALYSIS) in the NCMI SUPPORT, N65 of COMMANDER, NAVY REGION NORTHWEST.

Duties

You will diagnose customer information system issues to distinguish between hardware, software, network, and user-related problems. You will identify risks or deficiencies, create contingency plans, and deploy risk mitigation for an information technology (IT) project. You will analyze information technology (IT) system component operations to confirm current organizational capabilities can be maintained or exceeded. You will brief information technology (IT) users on operation of application and support software systems. You will develop resolution processes for information technology (IT) system malfunctions. You will update documents (e.g., end-user guides, white papers, technical reports, test documentation) for process evaluation.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license and base driving privileges.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current Security + certification in accordance with DOD 8570.01-M, December 19, 2005. New hires must obtain certification within 6 months of hire.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency must include: Reviewing my own information technology-related work or data to ensure accuracy, completeness, and consistency with standards.2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency must include: Diagnose application software problems in response to customer reported incidents.3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Brief senior leaders on new database technologies and architectures.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Investigate existing information technology systems to identify potential issues. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1. Providing advice, consultation, and technical expertise in identification of IT hardware and software requirements; 2. Receiving telephone work requests (TWRs) for service, equipment, system upgrade/changes, etc.; 3. Evaluating and recommending solutions to IT-related issues and problems; 4. Facilitating the delivery of IT products and services via the Navy Marine Corp Intranet (NMCI). Education

You may substitute education for the specialized experience requirement as follows:

I have successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
I have successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
OR
I have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
