Duties

Maintains technical awareness and programmatic oversight for all fielding and planning required for DAF Battle Network Information Technology systems and cyberspace capabilities. Gathers and analyzes customers' functional requirements, and translates these requirements into technical solutions and costings. Reviews risk-driven inputs to seek out and defend against an active adversarial threat on Battle Network systems as a senior technical advisor to management. Acquires/procures IT hardware, software and/or capabilities required for assigned projects. Participates in discussions, meetings, committees, or special projects and presents briefings and prepares recommendations and reports.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Application of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and the installation of new products or equipment; Applying cyber defense analysis techniques to gather information using a variety of cyber defense tools (e.g., IDS alerts, firewalls, network traffic logs) to analyze events that occur within their environments for the purposes of mitigating threats; Evaluating, implementing, and disseminating IT security tools and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT cybersecurity principles, concepts, and methods to investigate, analyze, and respond to cyber incidents within a computer network environment or enclave. Knowledge of IT systems life cycle management, to include requirements analysis, development of technical solutions/costings, acquisition, implementation, testing, operations and maintenance, evolution, and end of life; knowledge of IT acquisition policies, laws, regulations, strategies, and best practices; and knowledge of applicable DoD, Air Force, Command instructions and public laws as they apply to IT planning and acquisition. Knowledge of IT security principles, policies, products and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Knowledge of commonly applied telecommunications principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity. Ability to communicate effectively, both orally and in writing. Ability to analyze functional requirements and, using knowledge of IT hardware/software, emerging technologies, and business processes, translate those functional requirements into sound technical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
