About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as the Staff Management Officer to the Deputy to the Commander.

Duties

Direct, plan, manage and integrate the activities of multiple functional staff sections, their personnel and operations to ensure accomplishment of the activity's organizational programs and functions between geographically separated work locations. Render authoritative advice and guidance to the Command Team concerning interpretation, definition, and application of a multitude of regulatory guidance, administrative policies and procedures. Formulate goals, policies and objectives. Inform the Command Team of major problem areas; troubleshoot and coordinate efforts across organizational boundaries and present a plan to resolve the issues. Manage large scale cooperative efforts of personnel across organizational boundaries to provide focused staff support and accomplish special studies, projects and actions in support of overt and controlled intelligence collection field offices. Provide support and advice to leadership staff to develop effective strategies and approaches to successfully achieve the Commander's objectives. Review and approve new organizational structures and present recommendations to the Command Team to implement new initiatives to support mission changes. Interpret regulatory guidance and in the absence of guidance, recommend policies and procedures to revise or establish effective business processes. Monitor and assure the implementation of activity's and HQ's policies and guidance. Participate in various planning, financial and operational working groups. Develop and execute comprehensive programs to improve productivity, cost effectiveness and efficiency of organization's activities. Provide administrative program direction for a wide variety of technical functional program areas to include resource management, security, logistics, administrative support services, reserve affairs and related technical and clerical support. Plan, develop, manage and/or coordinate command programs to support continuing, projected and contingency intelligence operations. Maintain awareness of available resources to recommend distribution of allocations and implement an internal control system to produce a sound system of accountability. Plan, program and manage financial resources to accomplish the HUMINT mission. Coordinate for the security and protective services necessary to safeguard the HQ SCIF and remote offices located throughout CONUS, their personnel and operations and ensure compliance with provisions of security regulations. Responsible for the oversight of facility management and logistics support to the activity and its remote offices. Direct administrative and personnel management responsibilities related to the accomplishment of the mission. Perform the full range of supervisory and managerial functions. Manage and supervise civilian and military leadership staff and serve as second-line supervisor for their subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a TS investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.

Specialized experience is defined one year or more of specialized experience that demonstrates a broad practical knowledge of complex administrative financial, administrative, human resources, security and facility management functions and their efforts, methods and techniques of the position as demonstrated by performance of a combination of all of the following to support program and project management for two or more of the above aforementioned focus areas: 1.) analyzing, advising on, and recommending solutions to manpower and policy issues/problems related to organization administration and management; 2.) developing organizational budget, tracking budget expenditures and providing recommendations for spend plans and resource allocation; and 3.) evaluating business based processes to identify organizational improvements to include optimization of organizational resources and project management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
