About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as the Deputy to the Chief of Staff, US Army Intelligence Center of Excellence (USAICoE).

Duties

Ensure all organizational programs, plans, and policies are systematically integrated into an overall plan of operation for the organization. Work closely with organizational leaders in providing continuity of leadership in assessing mission and work requirements and in developing plans, goals, and objectives. Participate in planning, directing, and evaluating the organization's financial and human resources. Determine organizational goals, develop, plans, formulate, defend, and justify personnel and financial resources, and approve distribution of resources to support the enterprise. Maintain a continuous program of review and analysis to assess the progress and effectiveness of the organization in relation to program objectives, budgetary limitations, schedules, and command priorities. Review work efforts within Command staff to ensure continued support to mission elements of the Command, as well as progress and timeliness of products. Identify problem areas, coordinate corrective action(s), and direct changes to implement improvements. Exercise managerial authority to set long-range goals and objectives, translate objectives into specific projects, determine program emphasis, plan for long-range staffing and organization needs, and manage organizational changes. Direct, through subordinate supervisors, a workforce of military and civilian professional, technical, administrative, and support personnel. Direct administrative and personnel management responsibilities related to the accomplishment of the mission. Perform the full range of supervisory and managerial functions. Manage large scale cooperative efforts of personnel across organizational boundaries to provide focused staff support and accomplish special studies, projects and actions. Develop and execute comprehensive programs to improve productivity, cost effectiveness and efficiency of organization's activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.
  • Must submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17- Nov-2011.

Specialized experience is defined as one year or more of specialized experience that demonstrates a broad practical knowledge of complex training management, human resources, and program management functions and their efforts, methods and techniques of the position as demonstrated by performance of: 1.) conducting staff coordination and synchronization of intelligence related management project activities; 2.) providing staff oversight, advice, and assistance concerning intelligence management policies, programs, and projects; 3.) applying methods, techniques, and procedures of developing, evaluating, coordinating and promulgating strategy for military intelligence program; and, 4.) evaluating business based processes to identify organizational improvements to include optimization of organizational resources and project management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
