The primary purpose of this position is to serve as the resource analyst for Headquarters' (HQ) United States Special Operations Command (USSOCOM), within the Force Management and Development Directorate.
Duties
Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for multiple cost centers and functional areas into a consolidated budget request.
Conducts analyses, reviews, and special studies of budget and/or related information.
Special Operations for Financial Management Defense Travel System Government Travel Card (GTC) Program Billing/Approving Official.

- This position has been designated by the Air Force as a Testing Designated Position under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed knowledge of and skill in applying Title 10, Congressional, Office of Secretary of Defense (OSD), Office of Management and Budget (OMB), and USSOCOM budget formulation and budget execution policies, precedents, goals, objectives, procedures, regulations, laws, and guidelines, sufficient to analyze and evaluate continual changes in program plans and funding and their effect on budget programs milestones. Knowledge of sources of information about programs and finances of FMD area of budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data. Analytical skill is required to interpret the source information and apply it to the budget.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of various DoD and OMB directives, regulations, and other sources of information that might pertain to USSOCOM and its unique authorities, policies, procedures and regulations which govern or affect the formulation, justification, and execution of USSOCOM's operating and/or investment program budgets and related costs.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to FMD programs/organizations.
Knowledge of budget information systems technology and automated data processing (ADP) concepts system capabilities, and software functions required to accomplish budget/funding tasks. Knowledge of ADP applications to maintain or manipulate budget computer applications and systems, perform quality check of budget systems, and make recommendations on process improvements that will optimize system utilization.
Ability to gather, assemble, and analyze data to prepare budget estimates, develops alternatives, and makes recommendations to resolve budget/funding problems. Ability to gather, assemble, and analyze data, develops alternatives, and makes recommendations to resolve budget/funding problems using varied systems such as ABSS, DTS, IAPS, MOCAS, DTMAS, PPBES, MIS, CRIS, Easy Query.
Skill in the application of methods and techniques to analyze and evaluate budgetary spending or the effects of changes in program/unit plans and funding. Skill in analyzing relationships and developing recommendations for budgetary actions (e.g., requesting allotments or reprogramming funds among object classes) under conditions of time pressure and uncertainty due to: short and rapidly changing program and budgetary deadlines and objectives; gaps and conflicts in program and budgetary information; lack of predictive data; conflicting program and budgetary objectives; and changing guidelines for the work.
Skill in preparing written correspondence, presenting oral briefings, and representing the organization's viewpoint in formal meetings and negotiations with officials, both within and outside federal service. Ability to communicate effectively, both orally and in writing, to negotiate, justify, defend, present, and/or advise on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
