About the Position: Fort Belvoir, VA is the established duty location for this position and is the preferred duty location. An alternate duty location MAY be negotiated at the time of selection, and the position may be eligible for telework/remote work. However, if employees are within the commuting area of the established/preferred duty location, it will be expected that the employee reports to the official work site twice a pay period.
Duties
Serves as program analyst responsible for direction and operation of the Planning, Programming, Budgeting, and Execution System (PPBES) activity within ACCMA and responsible for program analysis and evaluation (PAE).
Performs a wide variety of long-range interrelated strategic planning, research, analysis, evaluation, and integration of ACCMA programming, budgetary, and execution data.
Reviews, analyzes, and interprets legislation, Congressional language, OMB directives, and Department of Defense (DoD) directives to determine resource impact on civilian training, education and professional development programs.
Work involves developing, revising, and implementing long-range goals, objectives and plans to meet substantial changes in legislation and funding, and comptroller financial policies.
Develops courses of action to address resource issues to Army leadership through the Program Evaluation Groups (PEG) Executive Board and the Program and Budget Committee.
Responsible for researching and developing objective-based positions for ACCMA and senior Army Leadership decision-making on training, education, and professional development and leadership programs and issues.
Requirements

- Must obtain and maintain a Secret security clearance or access for the duration of employment.
- Position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This is a Financial Management Level 2 Certified position.

Specialized Experience: One year of specialized experience which includes: participating in the Planning, Programming, Budgeting, and Execution System (PPBES), Program Objective Memorandum (POM), and budget formulation justification activities; and identifying problems and providing recommendations for program and budget execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
