Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS). As a Program Analyst at the NH-0343-3 some of your typical work assignments may include: Serve as TCA Future Acquisitions Division Lead Prepare, review, and document acquisition documents for internal and external communications to include prime contractors. Assist with identifying and conducting special studies and analyses to determine acquisition approaches for MDA programs. Assess, manage and eliminate risk related to product cost, schedule, and performance. Assist technical experts to ensure program/project requirements are properly identified, and acquired in accordance with Agency and DoD acquisition regulations and policies. Supports higher graded specialist who serve as planner, analyst, and advisor to agency management on acquisition planning, strategy and processes for elements of a major defense acquisition system. Support higher graded specialist on all matters related to acquisition, program analysis, cost and schedule.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience with managing multiple responsibilities; performs effectively in high operational tempo with dynamic priorities; able to identify, analyze, and solve problems. OR Experience with communication skills, both written and verbal; writing concise and impactful emails, talking points, briefings, and presentation materials. OR Analyzing processes, procedures and staff initiatives to improve core process operations and evaluate databases to ensure timeliness and accuracy of workforce records. OR Researches laws, polices, regulations and reference material to analyze information, select and recommend corrective action and generate reports accordingly. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
