You will serve as a Supervisory Contract Support Specialist of the Procurement Branch (Code 1410.2) within the Business Office Division (Code 1410), of the Naval Foundry and Propeller Center (NFPC) (Code 1400), at NORFOLK NAVAL SHIPYARD.
Duties
You will serve as the first line supervisor of the planning, specification writing, programming, estimating, quality assurance and material specification.
You will serve as the secondary Authorizing Official of the NFPC Purchase Card Program, overseeing primarily Planner Estimator personnel purchases.
You will keep personnel informed of advanced trends, available training, and technical developments, new material, equipment, products, and engineering/construction processes.
You will monitor compliance to assure technical soundness, adequacy, and efficiency in the administration of service, material and repair contracts.
You will review and assist shop, engineering, facility and support personnel for planning and acquisitions strategy.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing technical guidance and technical assistance on procuring goods and services related to production, repair, maintenance and service in support of Naval Foundry and Propeller Center (NFPC) production department.
Providing technical advice, guidance and assistance to Naval Foundry and Propeller Center (NFPC) management and customers on technical and contractual issues including pre and post award actions.
Applying analysis techniques to cost/price analysis and business/industry principles.
Experience participating in process improvement efforts and special projects to compile and validate historical pricing.
Utilizing knowledge of Federal and Agency-specific Acquisition Policy and Regulations and NFPC organization, budgeting, planning and of standard specifications used by NFPC such as Propeller Center Instructions (PCIs) and Engineering Service Requests (ESRs).
Utilizing computer software programs (Excel, Word, Outlook, Adobe Acrobat, etc.)
