As a Paralegal Specialist at the GS-0950-11/12, you will be part of Office of the General Counsel, Office of Personnel Management. If selected, you will be responsible for providing paralegal services in several subject matter areas including: Executive branch ethics and the applicable standards of conduct, public and confidential financial disclosure reporting including the use of the Integrity electronic reporting system, and general support for OGC's litigation and advising.
Duties
Provides paralegal support for the agency's ethics and standards of conduct program.
Assists in managing the agency's Financial Disclosure Reporting program which includes working within the Integrity system.
Assists users with their electronic and/or paper submission of financial disclosure reports; maintains and organizes documentation, data and updates in the electronic systems, including within the Integrity system.
Conducts preliminary review of adequacy of financial disclosure report submissions.
Works with filers to address deficiencies in financial disclosure report submissions.
Manages agency's compliance with regulatory timelines for financial disclosure reporting assignments, submissions, and reviews.
Conducts research on ethics and standards of conduct issues, including use of Government resources, relations with non-Federal entities, fundraising, political activities, travel, conflicts of interest, post-Government employment restrictions, gift prohibition rules, misuse of position, contractor interactions, and financial reporting, and prepares draft opinions in answer to ethics inquiries
Analyzes administrative tort claims submitted under the Federal Tort Claims Act.
Identifies technical, legal, and factual issues involved in tort claims.
Recommends a decision on tort claims.
Prepares responsive documentation to tort claims.
Analyzes incoming wage and other garnishments.
Gathers necessary information to evaluate wage and garnishment matters.
Evaluates legal and factual issues in wage and garnishment matters.
Reviews and evaluates requests for documents or testimony from outside organizations, agencies, and individuals; evaluates requests against the agency's Touhy regulations and prepares draft responses.
Conducts legal research on assigned issues and cite checks authorities in legal briefs and memoranda.
Organizes and prepares administrative records, documents, electronic discovery, exhibits, and other items involved in litigation.
Interfaces with agency program office personnel on various issues, including the collection of information and documentation.
Prepares litigation reports that include a summary of facts, statement of the case, issues presented, and discussion and analysis of the applicable law.
Prepares discovery requests and responses in litigation cases.
Qualifications
For the GS-11 Grade Level: You must have one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the private or public sector) performing the following:
Providing paralegal support for an Agency-wide ethics and standards of conduct program;
Assisting with managing an Agency's Financial Disclosure Reporting program;
Researching ethics and standards of conduct issues including conflicts of interest, post-Government employment restrictions, gift prohibition rules, etc.;
Conducting legal research on assigned issues; and
Assisting with the preparation of discovery requests and responses.

Completed a Ph.D. or equivalent doctoral degree -Or- completed 3 full years of progressively higher-level graduate education leading to such a degree -Or- LL.M., if related.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
For the GS-12 Grade Level: You must have one year of specialized experience at the GS-11 grade level (or equivalent) which includes the following experience:
Providing paralegal support for an Agency-wide ethics and standards of conduct program;
Assisting with managing an Agency's Financial Disclosure Reporting program;
Researching ethics and standards of conduct issues including conflicts of interest, post-Government employment restrictions, gift prohibition rules, misuse of position and Government resources, and financial reporting;
Analyzing administrative tort claims submitted under the Federal Tort Claims Act;
Conducting legal research on assigned issues;
Organizing and preparing administrative records, documents, electronic discovery, exhibits, and other items involved in litigation;
Preparing litigation reports containing summary of facts, statement of the case, issues presented, and discussions of applicable law for submission to the Department of Justice; and
Assisting with the preparation of discovery requests and responses.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level.
One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level.
