National HQ Office of Dep Comm Services and Enforcement
The following are the duties of this position at the full working level.
Provides in-depth expertise and analysis on various tax issues, practices, and trends, and top-level advice related to short- and long-range program policies, strategies, and objectives for the DCSE, to promote and facilitate the implementation of Service-wide priorities and policies and to ensure consistency of approach, technical correctness, and fair and equitable treatment of customers.
Provides expert tax analysis and advice to the DCSE on legislative issues, litigation matters, tax administration priorities and policies, new or revised program priorities, and significant technical issues. The incumbent provides advice on the most difficult, sensitive, and complex matters that are of high-level importance to the Agency. As such, the incumbent plays a key role by assisting the DCSE in addressing numerous complex tax issues.
Leads coordination on behalf of DCSE with the Office of Chief Counsel and the Treasury Office of Tax Policy on published guidance and other technical tax administration issues. The incumbent works with the Office of Chief Counsel to develop guidance and clarify ambiguous areas of the tax code, and to improve compliance strategies.
The incumbent personally assists or represents the DCSE at top-level meetings where policy is developed and determined. The incumbent is assigned matters which involve detailed research and analysis on complicated technical issues as to the position to be taken by the Agency.
The incumbent receives assignments consisting of a variety of matters including, but not limited to, drafting or preparing complete reports on changes in basic legislation; reviewing policies, procedures, technical manuals as well as other Agency publications; drafting policy and developing the procedures and regulations to implement new or amended legislation.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
Specialized Experience: GS-15 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience that demonstrated accomplishments in serving in a leadership capacity on major programs and experience supporting and representing top executive leadership; Experience applying professional guidelines and practices that relate to tax administration and issues under the purview of the DCSE.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
