Duties

The primary purpose of this position is: To provide Global Cyberspace Integration Center (GCIC) with senior leadership exercising directional authority to oversee, identify, and align required capabilities within specific programs in order to meet CSAF's vision of a seamlessly integrated command and control, intelligence, surveillance, and reconnaissance (C2ISR) network in a joint air, space, and cyberspace environment. At the direction of the Director, provide GCIC Senior Level representation within and outside the organization as well as directs staff activities required to execute programs that support the GCIC mission. Provides program and technical direction and expertise across the GCIC programs and mission areas on behalf of the Director. Assists the GCIC Director and staff by evaluating and documenting modifications to existing plans in response to changing environments. Prepares and presents high-level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

  • This is a Drug Test Designated Position and the incumbent will be subjected to random drug testing and provisions outlined in the Air Force Civilian Drug Testing Plan (Tier One).
  • This is a Centrally Managed position in the Operations career field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes expert knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes and a thorough knowledge of Department of Defense and Air Force planning, acquisition and management processes to provide C2 guidelines and advisory services in support of long-range Air Force war, mobilization, exercise, deployment and similar operations planning efforts. High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions. Comprehensive knowledge of DoD and Air Force instructions and guidelines on planning, programming, and budgeting process (PPBS); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of air and/or space C2JSR operations; global network O&M and logistics contracts; Air Force, DoD-wide and national-level C2 systems, and Joint operations and combatant command liaison. Skill to analyze and integrate advanced technologies at multiple levels, and to orchestrate top-down Program Management Reviews and shape spiral upgrade strategy for C2ISR modernization. Skill in leading multi-MAJCOM/Service teams to identify critical deficiencies in C2JSR modernization and expedite- interoperability upgrades and guide development of future C2JSR requirements and champion network centric capabilities. Ability to direct individuals and groups of Air Force and contractor personnel on a wide variety of tasks. Ability to lead C2JSR requirements, planning, execution and transformation to net-centric operations. Ability to direct transition of programs to other MAJCOMs and validate C2ISR systems and processes for consolidation into integrated C2, JSR, and cyber POM. Ability to direct mission needs and solutions analysis for C2 & JSR Mission Area Plans and integrate air and space capabilities into tests and mission plans; ability to oversee mission planning and C2JSR architecture. Ability to develop, advocate and validate C2ISR requirements. Skilled in advocating requirements for C2ISR planning and execution capabilities. Ability to communicate, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
