Duties
The primary purpose of this position is: The primary purpose of this position is to serve as Deputy Chief, Combating Weapons of Mass Destruction (CWMD) Division (J5-C), Strategy, Plans and Policy Directorate. In this capacity, assists the Division Chief in the management and supervision of the Division, with full responsibility and authority to direct all Division missions, and accountable to the Director (two star general/flag officer).
Management responsibilities include leadership of Branch leaders and program managers in the grade ofO5 and GS-14, on a unified Command staff. Supervises daily operations of three Branches in the Division. This position also serves as the deputy program manager at the Command level to provide expertise, planning, developing and implementing the $5.4M Cooperative Defense Program (CDP) for the Department of Defense. In all cases,
represents the Command as the Senior CWMD Subject Matter Expert providing strategic direction, policy guidance, planning and coordinating activities in support of the Commander's CWMD program in the mission areas of Counter Proliferation, Non-Proliferation and Consequence Management to achieve US objectives.
Duties:
Works with the Division Chief in planning, organizing, and overseeing the activities of the Combating Weapons of Mass Destruction (CWMD) Division.
Represents HQ USCENTCOM in all CWMD policy, strategy, and planning matters. Interfaces with and represents the Command with DOD, Interagency, and International operational CWMD organizations.
Performs major HQ USCENTCOM program management responsibilities. Supervises individual program managers and directs implementation of multiple CWMD programs with the Joint Staff, the Office of the Secretary of Defense, the Military Services, the Defense Threat Reduction Agency, the Interagency, and International partners.
Manage CWMD assessments, fiscal oversight, International Treaty Compliance and leads the Commands emerging CWMD requirements.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

"This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is EMERGENCY-ESSENTIAL (EE). The incumbent of this position must meet all requirements of EE positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an EE position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the EE duties require the incumbent to be issued and carry a firean11; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty.
Lautenberg Amendment: Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of Combating Weapons of Mass Destruction (CWMD) legislation, strategic direction, security cooperation/ engagement and programs from policy and execution perspectives. Knowledge of the Adaptive Planning and Execution System (formerly known as the Joint Operational Planning and Execution System or JOPES) and chemical, biological, radiological and nuclear materials, threats, proliferation, and response. Knowledge of Interagency Coordination involving HQ USCENMTCOM, US Government agencies and departments (to include DOD, DOS, DOE) and subordinate agencies and Commands.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of Combating Weapons of Mass Destruction (CWMD) legislation, strategic direction, security cooperation/ engagement and programs from policy and execution perspectives.
2. Knowledge of the Adaptive Planning and Execution System (formerly known as the Joint Operational Planning and Execution System or JOPES) and chemical, biological, radiological and nuclear materials, threats, proliferation, and response.
3. Knowledge of interagency Coordination involving HQ USCENTCOM, US Government agencies and departments (to include DOD, DOS, DOE) and subordinate agencies and Commands.
4. Skill in the management of a variety of CWMD programs to include directing resource management, providing policy and planning guidance, integrating into the sequence and timing of key program events and milestones, and employing methods evaluating the effectiveness of program actions as related to actual events.
5. Skill in the management of Cooperative Defense Program (CDP) activities and established procedures for conducting CDP engagements across the USCENTCOM AOR.
6. Ability to organize, lead and direct efforts of senior military staff personnel (0-4 through 0-6) and senior civilian personnel (GS 13/GS-14) in accomplishment of wide range of staff projects.
