This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties

The CHIPS Investments Division is looking for a Financial Analyst who is excited to work with a new, evolving team! As a new Financial Analyst on our team, you will: - Represent the CHIPS Program Office (CPO) in negotiating major incentives with senior management teams of CHIPS applicants - Define new methodologies for the CPO investment program, including developing approaches for assessing applicants' ability to increase domestic semiconductor manufacturing capacity and establishing criteria for determining the size and structure of incentive packages - Represent the CPO engaging with senior-level executives from semiconductor companies, industry associations, and government agencies to negotiate the terms and conditions of incentive packages, justify the CPO's funding decisions, and enable understanding of the application and interpretation of program rules and regulations. - Lead teams of financial and industry experts that assess, negotiate, and conduct due diligence on grant and loan applications. - Conduct outreach to senior executives of semiconductor companies to encourage the submission of statements of interest, pre-applications, and full applications for CHIPS funding - Develop and maintain strong relationships with key stakeholders in the semiconductor industry and in government to gather market intelligence, identify potential applicants, and build support for the CHIPS program

Qualifications

Individual Occupational Requirements Basic Requirements Education Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. or Experience Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations. In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-14 (ZA-IV at NIST) level. Specialized Experience is defined as: - Conducting financial analysis and evaluation of complex corporate financial structures, practices, and operations to assess the financial capabilities and risks associated with significant investments, grants, or incentive packages - Developing and applying financial methodologies, criteria, or benchmarks to evaluate and compare the financial performance and viability of companies within a specific industry, such as the semiconductor manufacturing sector, AND - Negotiating terms and conditions of high-value financial agreements, contracts, or incentive packages with senior executives of large corporations, utilizing expertise in corporate finance, accounting principles, and relevant regulations Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
