You will serve as a MANAGEMENT ANALYST in the Office of the Secretariat, Office of the Chief of Staff, Bureau of Medicine and Surgery of BUREAU OF MEDICINE AND SURGERY.
Duties
You will applying analytical and evaluative methods and techniques to issue or study concerning the efficiency and effectiveness of program operations by administrative or professional personnel.
You will apply complex fact-finding, analytical and problem-solving methods and techniques to identify interrelated problems, draw conclusions and recommend appropriate actions or solutions.
You will communicate oral and in writing to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluations.

You will use office automation systems and processes, computer applications such as Windows and Microsoft Office Suite.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Applying analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs.
Analyzing requirements of analytical and investigative techniques of organization, programs, missions, and functions.
Applying complex fact-finding, analytical, and problem-solving methods and techniques to identify interrelated problems, draw conclusions, and recommend appropriate action or solutions.
Communicating orally and in writing to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including preparation and presentation of reports, proposals, charts, graphs, etc.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR
GS-11:
SUCCESSFUL completion of a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M. if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
