You will serve as a SUPERVISORY HUMAN CAPITAL PROGRAM MANAGER in the N1 MANPOWER, MANNING AND PERSONNEL READINESS DIRECTORATE, N11 CIVILIAN PERSONNEL DIVISION of NAVAL INFORMATION FORCES.

Duties

You will work as an independent senior level member of the N1 Directorate. You will serve as a senior advisor, with responsibility to develop and support the issuance of guidance, products, and services that ensure human capital requirements are met and in alignment with higher level policy. You will set and adjust priorities, prepare schedules for completion of work and assign work based on priorities , selective consideration of the difficulty of assignments and capabilities of employees. You will develop performance standards and evaluate work performance of subordinates. You will gather information from headquarters, other command elements, command senior management; and identify critical issues and goals for the organization. You will develop implementation plans that consider personnel, budget, manpower and other management requirements. You will provide advice and assistance to senior leadership regarding loss of skilled employees, recruitment and hire lag problems, and effect of expansion or decrease in mission. You will perform on-going studies and analyses to access position structure trends and curtail problems and recommend approval, modification, or disapproval of proposed position/organizational structures. You will develop metrics to measure current versus future status and program success and take appropriate action on areas of deficiency, including management direction to leadership and adjustments to transition plans. You will collaborate with the Fleet Human Resources Office (FLTHRO} to address command concerns and provide recommendations and solutions. You will establish and maintain liaisons with USFF, FLTHRO, OCHR and other services in order to advise senior officials, accomplish assigned tasks, or obtain needed information. You will ensure staff initiates, monitors and tracks all requests for personnel actions (RPAs) for the command. You will monitor, coordinate and track all on-going and projected actions including tracking announcements and referrals and ensuring recruitment actions are processed in a timely manner. You will follow higher-level mandated guidelines and regulations to formulate funding allocations for performance awards, to include trend analysis of historical funding levels. You will serve as the Classifier for the command, exercising delegated classification authority to classify positions up to the GS-15 level.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

To qualify for the Information SUPERVISORY HUMAN CAPITAL PROGRAM MANAGER, GS-0301-14, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience as the Subject Matter Experience (SME) providing advice on complex Human Capital strategies and initiatives. Experience serving as a senior analyst and lead for implementing manpower recruitment and outreach strategies. Experience coordinating with command managers and subordinate commands on various administrative personnel related programs such as incentive awards, performance evaluations, and career management programs. Experience identifying critical issues and goals for the organization and developing implementation plans that consider personnel, budget, manpower and other requirements. Experience conducting management reviews to assure adherence to administrative, regulatory, and procedural requirements and determining appropriate actions to correct deficiencies. Experience planning and developing goals, prioritizing objectives, and establishing internal operating policies and procedures for assigned human capital initiatives and administrative management programs.
