About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia

Duties

Assesses complex Cyber and EW (Electronic Warfare) organizational and operational structures to determine necessary revisions to roles and responsibilities. Presents briefings on assigned projects to CCoE (U.S. Army Cyber Center of Excellence) and other Army leaders to support the mission. Evaluates tactical and operational concepts developed by Force Modernization and Branch Proponents and develops CCoE positions that reflect the command’s position. Makes decisions and recommendations within the framework of delegated authority for all assigned projects. Addresses performance management issues/problems and recommends/requests related actions such as assignments, reassignments, promotions, tour of duty changes, peer reviews, and performance appraisals. Advocates Cyber and EW force requirements with the need for other warfighting force structures to ensure Army senior leaders can prioritize decisions.

  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the
  • Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.

  • Temporary duty (TDY) business travel is required approximately 25 percent of the time.

Tracks Cyber and Electronic Warfare (EW) organization documentation to include Tables of Organization and Equipment (TOE), Unit Reference Sheets (URS), Basis of Issue Plans (BOIP), Feeder Data (BOIPFD), and Manpower Requirements Criteria (MARC) to help provided feedback to the organization. 2. Analyzes to provide recommendations for modification to doctrine, training, material, leadership, and education, personnel, facilities, and policies that improves the application of Cyber and Electronic (EW) force structure across the Army. 3. Addresses performance management issues/problems and recommends/requests related actions such as assignments, promotions, tour of duty changes, peer reviews, and performance appraisals.
