Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Public Health Advisor, you will use your knowledge and experience to optimize business results and customer experience by: Establish systematic methods for program execution and advocacy that includes the identification of objectives, evaluation criteria, and legal and regulatory compliance requirements. Analyze existing or proposed systems, strategies, services, or other health-related matters. Work with subject matter experts to develop public health messages relevant end-products that communicate public health information to target audiences. Provide consultative services to challenging programs or projects with unusually difficult social, economic, cultural, governmental, and political conditions that necessitate the planning, development, and evaluation of matters of general precedent, extensive controversy, or wide coordination. Analyze data to address complex and difficult grantee and program needs. As required, perform Contracting Officer Representative (COR duties in monitoring contractor performance. Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

Qualifications

WHAT WE ARE LOOKING FOR Basic Qualifications: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. -AND- MINIMUM Qualifications: In addition to the basic qualification requirement above, you must have one-year specialized experience to perform successfully the duties of the position as shown below for each grade level. For the GS-11: You must have one-year specialized experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing all of the following: Working within one of the following: mental health; behavioral health; suicide prevention; crisis response; school based or early childhood behavioral health; or residential, inpatient, or outpatient behavioral health systems. Experience in one of the following: clinical practice; federal, state, or local mental health system administration and/or service provision; recovery support; peer support; case management or care coordination; research, evaluation, or use of mental health data; grant project management; or mental health/behavioral health policy. -OR- EDUCATION: Successful completed a Ph.D. or equivalent doctoral degree (e.g. LL.M) or three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work for this position. (You must provide supporting transcripts.) -OR- COMBINATION: Have a combination of specialized experience and graduate level beyond the Master's level that when combined, equals at least 100% of the total requirement. (You must provide supporting transcripts.) For the GS-12: You must have one-year specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing all of the following: Working within one of the following: mental health; behavioral health; suicide prevention; crisis response; school based or early childhood behavioral health; or residential, inpatient, or outpatient behavioral health systems. Experience in one of the following: clinical practice; federal, state, or local mental health system administration and/or service provision; recovery support; peer support; case management or care coordination; research, evaluation, or use of mental health data; grant project management; or mental health/behavioral health policy. Collaborating with internal or external stakeholders. For the GS-13: You must have one-year specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing all of the following: Working within one of the following: mental health; behavioral health; suicide prevention; crisis response; school based or early childhood behavioral health; or residential, inpatient, or outpatient behavioral health systems. Experience in one of the following: clinical practice; federal, state, or local mental health system administration and/or service provision; recovery support; peer support; case management or care coordination; research, evaluation, or use of mental health data; grant project management; or mental health/behavioral health policy. Collaborating with internal or external stakeholders. Leading projects or programs. There is no substitution of education for experience at the GS-12 or GS-13 grade levels of this announcement.
