The position is located in the Compliance Office under the general direction of the Integrity and Compliance Officer, NY Harbor HCS. The incumbent will perform duties related to the compliance and integrity of business functions at NY Harbor HCS that impact Veterans, to include Integrity and Compliance, education and training, Integrity and Compliance committee, risk assessment, internal reporting/communications, auditing and monitoring, investigation, and response.

Duties

Perform analytical and evaluative work associated with the Integrity and Compliance Program activities as well as the extraction and collection of the data for analysis. Consults with technical experts to examine and analyze unusual or problem situations indicated by changes in program quality indicators and new program directives. Performs in-depth research and studies, analyzing operating contingencies and special situations. Assists managers and staff in developing process solutions. Responsible for the quality of the Integrity and Compliance monitoring program implementation and development. Identifies needs, potential problems, and develops actionable recommendations by working closely with compliance, business process owners (BPO) and other health care system staff. Responsible for the extraction and collection of data in the preparation for the review and assessment of all administrative and front-end revenue programs. Maintains collaborative working relationships with the clinical and administrative services and other key stakeholders in the Health Care System. Assists in the development and implementation of regular effective education and training for all NY Harbor Health Care System employees on issues relating to the VHA OIC awareness, Annual Government Ethics, No Fear Act and Whistleblower Protection awareness. Provide monitoring, auditing and reporting functions in accordance with the implementation and execution of the United States Sentencing Guidelines (USSG) and the Office of Inspector General (OIG) practices for an effective Compliance Program. Develops programs to ensure that compliance program provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of business and services. Develops databases and spreadsheets for tracking and trending results of analyses. Develops reporting procedures, sampling techniques, and measurements at various points of the front-end revenue program or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Develops indicators and monitors to provide objective evidence of the effectiveness of quality procedures and controls. Performs in depth analysis of stable work processes or service delivery practices to identify reasonable and efficient quality measurements tailored to the activity. Performs other related duties as assigned. Work Schedule: Monday- Friday 8:00am- 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to the identification, consideration, and resolution of the issues or studies concerning the efficiency and effectiveness of program operations throughout the organization to determine areas that require improvement or operating within policies and regulations. Knowledge of investigative and compliance activities of a highly sensitive nature and a thorough understanding of how regulatory, or enforcement programs are administered to ensure proper use and compliance through all services. Ability to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency. Comprehensive knowledge of theory and principles of management and organization including knowledge of the VHA healthcare mission, organization, programs, and Health Care System business practices to determine the relationship of each within the organization. Knowledge of the areas of Privacy, Business Compliance including Fraud, Waste and Abuse, Ethics, Records Management, Report Writing, Investigations and Auditing. Strong knowledge of statistical and analytical programs, experience conducting independent and systematic program reviews, and financial background to interpret and apply the numerous references and guides in revenue, fiscal, Non- VA Care and other healthcare delivery systems. Ability to use interpersonal skills to communicate and conduct interviews with supervisors and employees to obtain information about organizational functions, and work procedures. Effective public speaking skills. analytical skills required to interpret regulatory monitoring and compliance requirements which include Coding/Documentation and Revenue Cycle monitoring. Strong knowledge of Microsoft Office, VISTA, and CPRS is required to develop complex Excel workbooks using advanced formulas. Additionally, the incumbent will be required to develop and maintain databases used to report and trend the Health Care System's performance. Good organizational and planning skills as well as the ability to handle multiple tasks simultaneously. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves interactions with coders, HAS staff, medical staff, and others as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking, and carrying of lightweight items such as reports, and manuals are required.
