This position supports the Veteran Transportation Program (VTP). This position is a Supervisory Transportation Assistant for the Veterans Administration St. Louis Health Care System (VASTLHCS) VTP and will supervise the Veterans Transportation Service (VTS), Lead Transportation Assistants, and Transportation Assistants. The incumbent is responsible for the overall daily operation and long term management of the service.
Duties
Major duties and responsibilities include:
Plans, directs, and manages the facility Veterans Transportation Service (VTS) program which provides transportation at Government expense to over 1,600 Veterans and their attendants traveling to and from VA facilities and other places daily, for the purpose of examination, treatment, and care.
Routinely collaborates with the VTS Mobility Manager on transportation workload forecasting, scheduling design, procedure development, and quality improvement implementation, modification of processes, evaluation, and ongoing operational flow of the VTS program.
Analyzes, develops, plans, and advises on VTS passenger movement policies and programs.
Cultivates partnerships and multi-agency coordinated transportation activities.
First line supervisory responsibilities include setting performance standards, evaluations, initiating action on disciplinary matters, awards, labor relations, approval of leave and work schedules.
Provides daily supervision and guidance; plans work schedules and sets priorities. Performs the administrative and personnel management functions relative to staff support.
Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training. Provides initial/recurring safety training for all employees on all aspects of job performance, including discussions on safety/fire prevention in unit meetings. Inspects work area for physical hazards/unsafe conditions and takes corrective actions immediately, keeping supervisor and section chief informed.
Work Schedule: Monday through Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating multi-agency transportation activities; Investigating patient complaints on transportation issues and preparing written response; Making daily and frequent personal and telephone contact with a variety of individuals; Providing daily supervision and guidance; planning work schedules and setting priorities. Performing administrative and personnel management functions relative to staff support; Managing difficult situations, ability to negotiate, interpersonal relations, special mode transportation contract monitoring and oversight, as well as training of staff.

Physical Requirements: The work is primarily sedentary; however, duties will involve walking, occasional bending, standing, lifting, and carry of manuals and/or files. Incumbent will be exposed to stressful working situations that will require a mature approach and collective reasoning to overcome. The incumbent is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions and ever-changing demands due to program changes and the needs of the service.
Work Environment: Duties will be predominantly performed in the VTS office with intermittent trips to various locations throughout the Medical Center's catchment area both in and near patient care areas where there is potential risk of exposure to disease. The incumbent must follow standard requirements for personal protective equipment where necessary when visiting patient care areas.
