This position is located at the National Science Foundation (NSF), Division of Astronomical Sciences (AST).This position serves as a Management and Program Analyst on the Astronomy Division's Management Team. The individual is responsible for supporting the Division's Program Management staff on matters related to records' management, project management and financials, particularly in relation to the AST-funded research infrastructure (major facilities and large projects).
Duties
As a Management and Program Analyst (Facilities), GS-0343-12/13 MP, you will perform the following duties:
Serve as Executive Secretary to the Gemini Board, responsible for notifications of Board meetings, preparation of meeting agendas and meeting minutes, preparation of matters arising and actions from meetings, preparation of reports of partner contributions and verification of partner contributions, and financial updates.
Review program plans for facilities and large projects and provide support on project management and financial aspects of program oversight, i.e., environmental reviews, audits, etc.
Schedule, track, and prepare documents for facilities and large projects.
Evaluate the non-scientific and non-programmatic aspects of the program and long-range plans for facilities.
Document and track the implementation of decisions and action items resulting from meetings of various oversight, advisory, and review committees, keeping project partners and committee members informed as appropriate, and expediting urgent matters.
Maintains records and all documentation related to the partnership and works with Board members on other programmatic issues related to the Gemini partnership.
Coordinate information requests from NSF to Observatories and/or NSF-funded facilities Program Officers (POs).
Assists AST management and facilities POs in preparing presentations and updates to advisory committees, NSF management, National Science Board (NSB), and the scientific community.
Primary POC with administrative levels at our federally funded research and development centers (FFRDC).
Prepares financial and other programmatic information for inclusion in budget requests in support of Division management and facilities program managers.
Maintains tracking schedule for budget submissions.
Prepare funding actions for the facilities in consultation with the facilities program manager and maintain schedules for funds distribution to the facilities' managing organizations.
Conducts analyses concerning the efficiency and effectiveness of facility program operations- gathers, analyzes, and presents data for further analysis utilizing research trends and results tracking to inform policy related to scientific content.
Organizes the appropriate advisory apparatus for reviews, evaluations, and findings as needed for project initiation, project performance, and the competition or renewal of the cooperative agreement (in collaboration with the facilities program managers).
Serves as a member of the Core Team involved in environmental review and compliance of major facilities.
Technical liaison between NSF and the environmental contractor and provides technical direction to the contractor.
Participate in NEPA and NHPA meetings, review documents included in the environmental review and compliance process.
Establishes divisional practices and processes for facilities oversight.
Establishes standard procedures for tracking programmatic and financial information in coordination with program facilities and division managers.
Qualifications
To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11, assisting with implementing, managing, and evaluating program and project management activities for federally funded research and development centers and/or large facilities.
Examples of specialized experience include working as a team with facilities managers applying project management, analytical, and evaluative methods to a program or project, and providing detailed analysis of the results.
To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level implementing, managing, and evaluating program and project management activities for federally funded research and development centers and/or large facilities.
Examples of specialized experience include supportinglarge program projects and major facilities' oversight such as, environmental reviews, audits, etc., by reviewing program plans, completing project management activities, and providing financial management evaluation.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
