This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.
Duties
Provide oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs.
Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.
Performing a combination of program analyst and budget analyst duties including determining requirements, planning, evaluating, reviewing, analyzing, preparing data, procedures, and coordinating training for assigned programs.
Represents the organization at meetings and briefings regarding assigned programs and projects.
Provides independent program assessments that serve as the basis for major milestone decisions.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as the following duties: (1) Utilizing the Program, Planning, Budget, and Execution System (PPBES) process to monitor current activities (i.e. budget execution, strategies and milestones) for acquisition programs (2) Implementing long-range fiscal planning for acquisition programs to include budget formulation and justification; (3) verifying policy and regulatory guidelines are followed throughout all phases of an acquisition program; AND 4) Utilizing financial systems to record accounting transactions such as the General Fund Enterprise Business System (GFEBS).
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
