This position is located in the Power Account Services (PSS) organization of Northwest Requirements Marketing (PS), Power Services (P), Bonneville Power Administration (BPA).
A successful candidate in the Public Utilities Specialist position will serve as a public utilities specialist and subject matter/functional expert in the policies, systems, and procedures for providing contract development, analysis, and negotiation support.
Duties
As a Public Utilities Specialist, you will:
Serves as a subject matter/functional expert and technical lead in the formulation of strategy, approaches and operational requirements to support contract development, analysis, negotiation and implementation.
Identifies issues, analyzes data, researches alternative methods, and recommends solutions involving issues and initiatives pertaining to contract development, analysis, and policy alternatives.
Develops, guides, coordinates, and leads initiatives related to contract negotiation, implementation, and analysis.
Serves as a technical expert, point of contact, and troubleshooter responsible for answering highly specialized and technical questions and concerns for stakeholders and decision makers within BPA, as well as with external customers, public interest groups, etc.
Serves as a mentor and resource for other account specialists and as a trainer within the organization.
Develops and provides presentations to internal and external audiences, including customers.
Works with AEs to understand customer needs, competitive forces, alternative supply options, resource/load characteristics, and market, operating, and financial conditions, to establish and maintain a mutually beneficial business relationship with customers.
Leads the development of or performs analyses and calculations to support the resolution of customer issues, contract negotiations, and implementation of long-term power sales agreements, Tiered Rates Methodology, and customer service objectives.
Serves as a key member of Customer Teams in a matrix organization structure, resolving customer issues in consultation with the other members of the Customer Team.
Researches product, policy, and contract issues for specific customer circumstances.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service.
Specialized experience is defined as: 1) Experience using policies and procedures sufficient to develop contracts from templates and related supporting documents for the sale of utility products and services, and 2) experience in the origination and drafting of contracts (templates and/or standalone agreements) or policies (including Draft Policies, Final Policies and Records of Decision), including internal and external vetting and approval processes.
