The selectee for this position will serve as a Program Analyst in the Plans, Programs and Requirements Department (N8) of Naval Oceanographic Office (NAVOCEANO).

Duties

You will plan, organize, coordinate and provide a broad range of resource and program resources. You will resolve complex, critical problems relating to the overall production process. You will provide expert advice and guidance to officials and managers within and outside the command.

Requirements

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing high-level interface with management, and direct interface with program/production managers on the status of current production processes, yields, and issues/concerns; Experience formulating spend plans and PR/POM program requirements identifying shortfalls & gaps in command capabilities and effectiveness for warfighting impacts; Experience instituting and applying common analysis tools or techniques for performing program assessments; Experience reviewing requirements and developing fiscal and personnel resources plans to optimally address those requirements.
