The primary purpose of this position PROGRAM ANALYST, GS-0343-09 target GS-0343-11 is to perform the programmatic and business management functions that enable the organizations test & evaluation, and operational training customers to accomplish their mission goals and objectives.
Duties
-Provide direct support to the Detachment Commander, Resource Management Flight, and Logistics Flight by organizing, collecting, analyzing, and presenting information related to the expenses and financial data of the organization.
-Conduct or direct the development and coordination of support plans and programs.
-Collect, interpret, and analyze, information by verifying, validating, and reconciling Detachment financial data to ensure accuracy prior to transmittal of data to the Resource Management Flight and organization customers.
-Use automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
-Develop recommendations for improvements and resolutions to issues or problems, as needed.

- This position is located in UTTR/CC at the Utah Test and Training Range, 105 miles from Hill AFB, UT. However, this announcement may be used to fill other positions at Hill AFB.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of principles, concepts, and theories of the program analysis, and the standard practices, methods, and techniques to perform difficult, but well-precedented assignments; ability to perform analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION FOR GS-09: The successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION GS-09: Equivalent combinations of successfully completed post 1 full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: comprehensive knowledge of a range of management planning and management concepts, principles, practices and methodologies; skill and ability to prepare reports and in organizing and delivering briefings to managers to facilitate the necessary information reaching the management chain with prescribed timeliness; knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization; knowledge of a wide range of managerial principles, practices, and requirements to evaluate the effectiveness of programs in meeting established objectives; skill in overseeing and managing programs of differing complexities and scopes, and having unique issues, goals and objectives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION for GS-11: The successful completion a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. General knowledge and understanding of AF/DoD financial regulations and policies, and of the functions of the organization.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
3. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
4. Skill in interpersonal relationships, in negotiating effectively while maintaining a good relationship, and in using tact, courtesy, and diplomacy to obtain cooperation from others who play important roles carrying out the organizations mission.
5. Proficient skill in using standard office computer applications that are part of the AF's Standard Desktop Configuration-including Microsoft Word, Excel, PowerPoint, and Outlook.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). PHYSICAL DEMANDS: The work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences. May carry light items less than 14 pounds in weight, such as reports, data products, and notebooks. May assist in relocating office furniture to include desks. Occasionally may be required to travel throughout the Utah Test and Training Range (UTTR), Dugway Proving Grounds, Hill AFB or on TDY to accomplish tasks.
WORK ENVIRONMENT: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms. The employee observes normal safety precautions when working in and traveling away from the work site. May be required to operate a government passenger vehicle on the UTTR. UTTR is in a desert climate that is subject to extreme heat or cold. Adverse weather may cause wet, muddy, and slippery conditions.
