About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army, HQDA, G-2, Management Services Directorate in the Pentagon, Arlington, VA.

Duties

Serves as Management Analyst in the Management Services Directorate, Office of the Deputy Chief of Staff, G-2. Responsible for providing technical advice and assistance in various civilian Human Resources (HR) program areas to all levels of management officials within the ODCS, G-2. Provides advisory services to Directors and G-2 civilian and military personnel on civilian personnel management, special projects and studies, manpower and strength management, performance management, and other organizational administrative matters. Participates in the execution of civilian HR programs from accession through retirement. Plans and carries out complete projects involving a specific HR area, or portions of broader studies to resolve controversial issues or problems. Interfaces with the Civilian Personnel Advisory Center (CPAC) on the administration of personnel management programs. Responsible for overseeing, implementing, and administering various personnel related programs for the G-2. Uses data to evaluate programs, identify errors, track and monitor operations, tasks and completions of numerous HR programs and projects. Conducts technical reviews of reorganization proposals and other individual position actions for application of sound position management, classification accuracy, and compliance with merit principles and negotiated agreements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • Requires Temporary Duty (TDY) travel up to 10% of the time.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) providing administrative support associated with intelligence, records management, civilian and military personnel; AND 2) supporting and implementing personnel programs in at least one of the four following programs: Payroll Program (Time & Attendance), Training Program, Awards Program or In/Out Processing Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-11).
