Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as evaluating air pollutant data or recommending program changes to regulations, policies and plans; or drafting and recommending air program regulatory/non-regulatory policies, directives and guidance; or developing analytic techniques to improve air emissions or compliance with the Clean Air Act.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Air Act (CAA), and/or other environmental laws, documentation and reporting requirements.
Skill in oral communication sufficient to provide expert guidance and negotiation on complex aspects of environmental protection policies, plans, and programs.
Skill in written communication sufficient to respond to a wide variety of external inquires, and develop program reporting, policies and guidance.
Knowledge of regulatory program management concepts, principles and practices.
Knowledge of air program management concepts, principles, analysis and practices.
Skill in developing, planning and implementing regulatory programs and requirements.
Skill in identifying and developing relationships with internal and external stakeholders.
Skill in analyzing environmental impacts of environmental controls on air emissions
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
