As a Program Specialist with the Digital Transformation (DT) initiative in the Office of Chief Information Officer (OCIO), you will lead the Digital Academy on SATERN as a hub for digitally upskilling NASA employees to prepare them for the future. You will work with a broad network of digital champions and subject matter experts to identify next generation skills needed, implement digital upskilling opportunities using a variety of learning modalities, and promote adoption of digital solutions.

Duties

Facilitate Digital Transformation (DT) team members and other stakeholders to extract key digital knowledge gaps (and associated learning objectives) for various internal employee groups (e.g., practitioners, supervisors, executives, etc.). Research existing government-wide training resources to address priority learning objectives by employee group, procure commercially available training as needed, and curate recommended trainings into curricula and learning journeys. Partner with the Office of the Chief Human Capital Officer (OCHCO) to build out the Digital Academy on SATERN to create a user-friendly landing page for employees to quickly find, access and complete high pay-off digital upskilling. Work with the OCHCO Learning and Development community and others to ensure the Digital Academy resources are promoted and available on other platforms and newsletters (e.g. OneNASA sites, Center websites, etc.). Analyze a broad range of metrics associated with search, start and completion of Digital Academy offerings, compile lessons learned and recommendations to improve upskilling, and work with content sponsors and OCHCO to implement improvements. Recommend opportunities to embed digital learning and development in agency development programs for early-career leaders, mid-level leaders, supervisors, project/program managers, aspiring executives, and others. Partner with the Office of Chief Information Officer (OCIO) to integrate digital training and change management to improve customer/user experience, and improve understanding of OCIO IT service offerings. Propose annual updates to the DT Digital Academy Catalyst Project Plan to the DT Transformation Portfolio Manager, with proposed milestones and budget aligned with DT goals and priorities. Prepare and deliver mid-year and end-of-year reviews. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level. Preparing and supporting presentations of proposed project plans, status reports, and reviews; Researching and assembling training and development solutions to accomplish a set of learning objectives; Designing and integrating training content into a user-friendly web-based learning portal and analyzing utilization metrics to create recommendations.
