About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Charleston Regulatory Division to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Exercises delegated resource management authority to promote productivity, effective management, and high morale.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Executes the Corps Regulatory Program within assigned area to meet the needs of management and assigned functional responsibilities.
Acts as advisor to the Division Chief on the execution of the Regulatory Program.
Within delegated authority, makes recommendations or final decisions on Department of Army permit applications.
Coordinates with other District operation elements such as Real Estate, Office of Counsel, Construction-Operations, Public Affairs, Planning, and Engineering as appropriate.
Evaluates effectiveness of public contact and interface with other agencies and recommends or initiates actions to assure continual improvement of the public caption of, and interaction with, the Corps’ Regulatory Program.
Counsel potential applicants concerning the geographic extent of the Corps Regulatory jurisdiction and permitting procedures and requirements.
Assures public compliance with the Corps Regulatory Program within geographic area of responsibility.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) of up to 15% of the time.
- Supervisory probationary period may be required if the incumbent has not previously served a supervisory probationary period.

Basic Requirements for a Supervisory Biologist
A bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)
OR
A combination of education and experience which includes courses equivalent to a major, as shown above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
Basic Requirements for Supervisory Geographer
A bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning which includes at least 24 semester hours in geography or related fields. OR
A combination of education and experience which includes courses equivalent to a major in geography, or a related field with at least 24 semester hours in geography or related fields, as shown above, plus appropriate experience or additional education. Basic Requirements for Supervisory Physical Scientist
A bachelor's degree (or higher degree) in physical science, engineering, or mathematics which included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.)
OR
A combination of education and experience which includes courses equivalent to one of the majors, as shown above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education. (Note: You must attach a copy of your transcripts.)
In addition to the education requirement above, you must meet the experience requirement below.
Specialized Experience: One year of specialized experience which includes: performing work that involves assisting with managing a regulatory program in accordance with established regulations and guidance, explaining regulatory requirements to applicants, and monitoring compliance with permits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).
