This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Acts as advisor to the Division Chief on the execution of the regulatory program. Interprets and directs the implementation of regulations, directives and procedures affecting assigned functions.

Duties

Exercise delegated resource management authority to promote productivity, effective management, and high morale. Coordinate with other District operation elements such as Real Estate, Office of Counsel, Construction-Operations, Public Affairs, Planning, and Engineering as appropriate. Evaluate effectiveness of public contact and interface with other agencies and recommends or initiates actions to assure continual improvement of the public caption of, and interaction with, the Corps Regulatory Program. Counsel potential applicants concerning the geographic extent of the Corps Regulatory jurisdiction and permitting procedures and requirements. Assure public compliance with the Corps Regulatory Program within geographic area of responsibility.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC REQUIREMENT, SUPERVISORY GEOGRAPHER, GS-0150-13: A. a bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning which includes at least 24 semester hours in geography or related fields. (Note: You must attach a copy of your transcripts.) OR B. a combination of education and experience which includes courses equivalent to a major in geography, or a related field with at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) BASIC REQUIREMENT, SUPERVISORY BIOLOGIST, GS-0401-13: A. a bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR B. a combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) BASIC REQUIREMENT, SUPERVISORY PHYSICAL SCIENTIST (REGULATORY), GS-1301-13: A. a bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.) OR B. a combination of education and experience which includes education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Supervisory Interdisciplinary Specialized Experience: GS-0150/0401/1301-13, you must possess one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes performing work that involves assisting with managing a regulatory program in accordance with established regulations and guidance, explaining regulatory requirements to applicants, and monitoring compliance with permits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
