This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Charleston District has identified a need for a professional position to support the rapid increase in technological complexity involved in hydrographic and topographic survey data collection and analysis.
Duties
Plans, coordinates, executes, and reviews hydrographic and topographic surveys in response to District hydrographic and topographic requests resolve complex issues involving original or ongoing studies.
Uses ingenuity and creativity in devising new ways of accomplishing objectives and adapting existing equipment or current techniques and in developing new technological advances in hydrographic and topographic survey and geodesy.
Troubleshoots all survey systems ensuring the proper calibration, operation, maintenance, and repair of such systems to include all components and sub-systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 20 % of the time.

BASIC REQUIREMENTS:
Geography Series, 0150:
A. Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning which includes at least 24 semester hours in geography or related fields. OR
B. Combination of education and experience which includes courses equivalent to a major in geography, or a related field with at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
Engineering Positions, 0801 & 0810:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
General Physical Science Series, 1301:
A. Bachelor's degree (or higher degree) in physical science, engineering, or mathematics which included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.)

B. Combination of education and experience which includes courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Education
Cartography Series, 1370:
A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).(Note: You must attach a copy of your transcripts.)
OR
B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.(Note: You must attach a copy of your transcripts.)
Geodesy Series, 1372:
A. Bachelor's degree (or higher degree) in geodesy, or a degree that included 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus. (Note: You must attach a copy of your transcripts.)
OR
B. Combination of education and experience which includes course work as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
Land Surveying Series, 1373:
A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

Specialized Experience:
GS-07: Utilizes highly technical, state-of-the-art computerized survey equipment situated on survey vessels. Surveys produce charts, graphs, maps, and other data for Corps engineering and maintenance projects. Documents are distributed to other Federal and local agencies in support of their projects or research as well as to pilot associations or other special interest groups.
GS-09: Practical knowledge of technical engineering and surveying methods and techniques, knowledge of operating Real Time Kinematic Differential Positioning System equipment and Multi-beam and Single Beam fathometers, and inertial navigation systems.
GS-11: Coordinate hydrographic survey operations with Hydrographic Survey Unit Supervisor, efficiently and effectively conduct a variety of surveys in diverse and potentially complex situations.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
