The Chief of Healthcare Administration Service (HAS) supervises the benefits coordination, medical care cost recovery, fee administration, revenue enhancement, health information management activities, and ward administration for the Atlanta VA Healthcare System, a large VA Medical Center with 1,800+ employees, multiple academic affiliations, and numerous research protocols.
Duties
**RELOCATION INCENTIVE - This position has been approved for a relocation bonus, as well as reimbursement of relocation expenses. A highly qualified selection may be eligible for these relocation incentives, depending on their qualifications and the needs of the facility.
Major Duties for this position may include (but are not limited to):
Developing and maintaining close associations of service activities with a multitude of other programs involved with patient care.
Provides guidance in formulating and presenting administrative policies as required by the Associate Director and the Director.
Coordinates service activities through management staff assigned to representative areas throughout the Healthcare System.
Serves as the Medical Center Privacy Act Officer and Freedom of Information Officer.
Informs executive and service-level management and staff about matters affecting Health Administration Service functions and ensures the Medical Center conducts business according to all internal and external legal precedent.
Investigates and develops facts, conclusions, and recommendations in those matters requiring investigation that fall within the purview of the Healthcare Administration Service.
Responsible for developing and implementing the annual budget estimate for the operation of Healthcare Administration Services.
Actively participates in the facility performance measures related to Medical Care Cost Recovery (MCCR) collections, days to bill, accounts receivable, and gross days revenue outstanding.
Responsible for the maintenance of existing equipment for the HAS service, as well as the budgeting and procurement of new/replacement equipment as necessary.
Manages the daily activities of a full service of approximately 750 employees through the management of 35 subordinate management staff, for sections including Ambulatory Care, Health Information Management, Medical Care Cost Recovery, Fee Services, and Ward Administration.
Serves as the Medical Center's expert on benefits administration and health care reform.
Serves as co-chair for the Medical Center's Revenue Enhancement and Data Validation Sub-councils.
Serves as Acting Associate Director and Acting Director during absences.
Responsible for maintaining the security of the ADP program and the confidentiality of all patient information accessed.
Performs other necessary duties as assigned.
Work Schedule: 7:30 AM - 4:00 PM EST, Monday - Friday
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Possess a comprehensive knowledge of a wide range of medical and legal requirements for health care benefits administration, medical records, agency and governmental policies, procedures, applicable federal statutes and legislation governing medical records programs.
Reviewing, updating and creating official service-level regulations and operating procedures.
Leading special projects dedicated to the enhancement of product served as well as improving efficiency.
Developing new processes and procedures for the introduction of new services and/or new technology.
Providing oversite of facility-level Healthcare Administration services to include Ambulatory Care, Health Information Management, Medical Care Cost Recovery, Fee Services, and Ward Administration.

Physical Requirements: Work is sedentary in nature and is conducted in a well-lit, temperature-controlled office environment.
