The primary purpose of this position is to serve as a specialist and technical advisor for complex and sophisticated systems/equipment utilized by the organization.
Duties
Collects, analyzes, interprets and develops equipment performance specialized information systems and components.
Provides expert systems/equipment advice and recommendations to senior leaders and maintenance technicians.
Provides technical assistance to assigned unit in resolving complex system/equipment problems or design deficiencies.
Manages, advises, and/or assists in the planning, scheduling, execution, control, and/or resourcing of the production process in maintenance activities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

EDUCATION: Successfully completed Undergraduate Education -- any field of study in an accredited college or university. NOTE: You must submit a copy of official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Successfully completed some graduate level education and I have some specialized experience described above. Therefore, I have a combination of specialized experience and graduate level education to qualify for this position.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing basic support for complex and sophisticated systems/equipment and assists with technical support during procurement, and maintenance phases; developing information by analyzing technical data, test results, deficiency reports, and examination of equipment; and evaluating reports to develop and process modifications for complex equipment.

OR
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment.
2. Knowledge of required security and safety regulations, practices, and procedures.
3. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians: and developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of the team.
4. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions.
5. Ability to plan, organize, and reprioritize work to meet changing deadlines.
6. Ability to develop and/or conduct training to ensure proper maintenance of assigned systems/equipment; comnunicate well, both ornlly and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
