You will serve as a PROGRAM ANALYST in the Submarine Maintenance Engineering, Planning, and Procurement Activity of PEO SSBN.

Duties

You will serve as management advisor using a high-level of discernment and judgement to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas. You will execute program plans to achieve milestone and requirements for the full scope of activities associated with acquisition issues. You will ensure program schedules are met within workforce and fiscal resources. You will provide long-range plans for the cost, performance, and schedule of diverse teams and acquisition efforts within the scope of assigned areas, exercising significant judgement and experience to establish priorities. You will establish and maintain working relationships with internal and external stakeholders to coordinate projects concerning the development, installation, integration, and testing, relative to the acquisition process. You will brief senior leadership and make recommendations based on findings. You will prepare coordinated reports, presentations and briefings in support of program actions. You will analyze requirements to develop program reporting including the specifications, data gathering and analytical techniques, and evaluation methodology. You will lead studies, surveys, reviews, and/or research projects to evaluate program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations. You will develop evaluation plans, metrics, procedures, and methodology as a result of studies performed.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing life-cycle support (e.g. maintaining, configuring, modernizing, testing, certifying or altering) to advise on systems engineering initiatives (e.g. systems design, hardware, software integration systems, software engineering processes, internal and external interface management, technology insertion, system technical performance, configuration management, technical documentation review and analysis, and Integrated Logistics Support (ILS)) for the modernization or sustainment of ships or submarines.
