The Programs & System Manager serves as a member of the Office of Entity Vetting (EV) front office, reporting to the head of EV, who in turn reports to the Industrial Security Assistant Director, DCSA. The incumbent manages projects and programs that support the various missions of EV, such as the facility clearance (FCL) lifecycle, and ensures EV equities are taken into account for all program and system during development and in sustainment.

- Incumbent is required to obtain and maintain the Industrial Security Oversight Certification within 24 months of appointment.
- Incumbent is required to obtain and maintain Lean Six Sigma Green Belt Certification within 24 months of appointment.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with industrial security (primarily the National Industrial Security Program (NISP)) or experience with industrial security AND other security or intelligence disciplines. The Applicant must have work experience managing a portfolio, projects, programs, or systems. The Applicant's specialized experience must reflect that the individual has a broad understanding of security, intelligence, and business, as well as the ability to understand workflows, metrics/production requirements, and needs analysis.
Specifically you will be evaluated on the following competencies:
