About the Position: You will control the Army's environmental programs for closed installations and report to the Office of the Deputy Chief of Staff G-9, Installation Services Directorate Environmental Division (ISE), Base Realignment and Closure (BRAC) Branch.
Location may be determined after selection. Those individuals within the commuting distance of Arlington, Virginia (Pentagon) are expected to physically report to work but may be eligible for telework according to agency policy.
Duties
Advises the G-9 Installation Services Directorate Environmental Division (ISE), Base Realignment and Closure (BRAC) Branch for all environmental issues at BRAC closed installations and facilities.
Given general guidance from the BRAC branch Chief, exercises staff responsibility for providing and implementing policy guidance, consultative assistance, and staff coordination for environmental protection and enhancement activities.
Develops and recommends new and/or revised environmental implementing policies, regulations and programs for the Department of the Army BRAC Program which impacts closed BRAC facilities and are politically sensitive and highly visible.
Prepares and reviews Findings of Suitability to Transfer (FOSTs), Findings of Suitability for Early Transfer (FOSETs), Findings of Suitability to Lease (FOSLs), or Environmental Conditions of Property (ECPs).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
Qualifications
This position is a TERM Not to Exceed 2 years position. It is time-limited and may be extended up to a maximum of eight years and cannot be made permanent.
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

For GS-13:
Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1) assist implementing Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) regulatory policy; 2) assist in planning the environmental restoration program; 3) participate with environmental restoration project management; AND 4) complete restoration documents for regulatory review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
For GS-14:
Specialized Experience: one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes: 1) implement CERCLA and RCRA regulatory policy; 2) develop plans and cost estimates for environmental restoration projects; 3) oversight of environmental restoration programs; AND 4) complete restoration documents and monitor administrative records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
