This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an expert advisor to management concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.
Duties
Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting and execution of major Project Management (PM) programs.
Serves as an expert analyst and/or advisor for PEO/PM management regarding assigned projects and programs.
Establishes schedules for planning, coordination and accomplishment of work to facilitate the acquisition and/or work process.
Initiates action to insure that cost, schedule procedures and policies are current and implemented.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Financial Management certification within 60 months as of entrance on duty.
- Must be able to obtain/maintain a Secret clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes:1) Compiling annual/multi-year fiscal program plans using planning, programming, budgeting and execution (PPBE) process; 2) Developing cost and program acquisition lifecycle management documentation for assigned programs; and, 3) Advising the Program Manager regarding the status, efficiency, or effectiveness of acquisition programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
