Multi-Channel Technology (MCT) is a directorate in the Veterans Experience Office (VEO). As part of its focus, MCT provides VA employees with up-to-date tools to better serve Veterans, their families and other stakeholders like medical providers and Veteran Service Organizations. MCT has a broad multi-year strategy to improve Veterans' secure access to health care and benefits information and assistance.
Duties
Duties include, but may not be limited to the following:
Coordinate and implement all phases of organizational and change management activities significant to VA business lines to improve business processes and ensure user adoption in delivering excellent customer service.
Serve as a supporting representative on change management and adoption, to include stakeholder engagement, communications, and the creation of implementation plans that include all the components of change management such as training, impact assessment, and communication and adoption strategies.
Serve as a supporting representative on training, including supporting the preferred training approaches and mechanisms and make recommendations for the development of training materials and delivery, as well as coordinate with VA lines of business to develop training strategies and plans.
Use knowledge of the major issues, program goals and objectives, and work processes of the organization to assess resistance to change.
Use basic understanding of how all the program areas relate to each other and possesses the ability to find and cite relevant laws, regulations, and directives from any part of the Department of Veterans Affairs to assess risks to change implementation.
Responsible for mentoring junior analysts and leading a range of project management activities which includes initiating, planning, executing, controlling and closing projects.

Qualifications

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to, supporting organizational change management activities necessary for successful VA IT changes, such as: assessing the impacts of changes, developing requirements for changes, communicating to stakeholders about changes, developing and/or delivery of the training of stakeholders to implement changes, testing of changes prior to implementation, developing, deploying, and assessing feedback from end users. Change management experience in VA Healthcare enrollment, VA Data systems, or VA Contact Center tools preferred.
Selective Placement Factor: Includes participating in multiple components of change management efforts such as assessing CM needs, CM Planning, CM Implementation, and using feedback to improve CM results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
